Abstract

Community policing is a paradigm shift in law enforcement that emphasizes collaboration and partnership between the police and the community to create a safe and secure environment for everyone. Thus, knowing the extent of implementation of the community policing system by the police officers understand what the law enforcers are going through and strategize approaches to help by cooperating and providing information that establishes a trusting relationship with the local law enforcers.

In this study, we utilized the descriptive-comparative design to identify the degree of challenges encountered of 185 Police Officers who voluntarily participated in the collection of data as to their challenges encountered on implementing community policing system who was part of Police station 1, 2, 3, 5, 6, 7, and 10  in Bacolod City (Western Visayas, Philippines). As to the degree of challenge mean statistical tools was utilized and as to the disparity between variables Mann-Whitney U-test has been used. The result shows low degree of challenges in three areas of community policing system; however, two items shows moderate degree of challenges, which indicates that some of the older police officers in Bacolod City are challenged in terms of using computer technologies as part of the policing system, as well as some of the younger police officer are challenged in practicing proper standard operating procedure in crime operations.

This conclude that some of the Police Officer in Bacolod City are not well-oriented and knowledgeable in using computer technologies and that some of them are experiencing improper use of standard operating procedure, which implies that our police officers are varying only on the situations they have before they do engage in crime operations. It also conclude that Police Officers in Bacolod City are in need of having an additional developmental trainings and enhancement seminars that will assessed them on how to use computer technologies and other means that improve their duties.
